Why does my 8082C COOL programming temperature stop going down?

The AUTO mode of the 8082C allows the thermostat to switch from HEATING to COOLING automatically. Programmed HEAT and COOL times are generally set the same, and the programmed COOL temperature is generally more than 3F above the HEAT program.
